Not set out in 26 V.S.A. ch. 106. OPR-regulated registrations fall under the general OPR rule (3 V.S.A. 127(d)) for a registration expired no more than one biennial period: reinstatement within 30 days of expiration carries a $100 penalty; after 30 days the penalty equals the renewal fee plus about $40 for each additional month or fraction (capped at about $1,500), plus the renewal fee. Penalty relief is possible only for exceptional circumstances or extreme hardship.- Reinstatement

Renew and pay the penalty above if expired no more than one biennial period; practicing on an expired registration is unprofessional conduct and may be treated as unauthorized practice. Longer lapses: contact OPR.
Fees change. Check the official site for the exact amount.

Notes
Vermont has no state roofing license. Roofing is a covered residential trade: registration is required for residential work estimated at $10,000 or more (labor and materials) on homes or buildings of 4 or fewer units since April 1, 2023. Fee $75 individual or $250 business organization at initial application and at each biennial renewal (26 V.S.A. 5507). The exact expiration date is shown in the OPR online account. Subcontractors not hired directly by the homeowner are exempt.
